Rates are for contracts signed in the 2026–27 financial year and assume you buy as an individual, at market value, with no other concessions (such as pensioner, off-the-plan or disability concessions).

First home buyer results assume you meet your state’s eligibility rules, including living in the home for the required time. Foreign buyer surcharges are shown at the full rate.

How it works

How stamp duty works in the ACT

In the ACT, stamp duty is called conveyance duty and it’s collected by the ACT Revenue Office. The ACT is gradually phasing stamp duty out and replacing it with rates, so its rates change every 1 July.

There are two rate scales. Owner-occupiers pay less on the first $260,000, and investors pay slightly more. Above $1,455,000 everyone pays a flat 4.54% of the whole price. On an $800,000 home you’ll live in, duty is $22,158.

The 2026–27 ACT Budget made the ACT the first place in Australia to abolish stamp duty for all first home buyers who live in their home, with no price cap.

First home buyers

First home buyers in the ACT

Before July 2026, the ACT’s Home Buyer Concession Scheme had income and price limits. Those limits are gone.

No duty, at any price

From 1 July 2026, first home buyers who will live in the home pay no conveyance duty, whatever it costs. On a $1 million home that’s $33,958 saved.

Back in the market

The budget also extended the exemption to buyers who haven’t owned property in the last five years. Check the ACT Revenue Office’s eligibility rules for your situation.

New units

Owner-occupiers buying off-the-plan or new turn-key units don’t pay duty either.

What you still need

You must live in the home, and the usual ownership and occupancy conditions apply. We’ll walk you through them before you sign.

Other things that change your stamp duty

Pensioners and disability concession

From 1 July 2026, eligible pensioners and buyers under the Disability Duty Concession Scheme also pay no duty, regardless of price.

Foreign buyers

The ACT doesn’t add a foreign buyer surcharge to conveyance duty.

Rates change each year

Because the ACT is moving from stamp duty to land rates, duty rates change every 1 July. Check the year your contract falls in.

When it’s due

You lodge the transfer within 14 days of settlement and pay within 14 days of the assessment notice.

Frequently asked questions

No, from 1 July 2026. First home buyers who live in their home pay no conveyance duty at any price, and the old income test no longer applies.

If you’ll live in it and it isn’t your first home, conveyance duty is $17,048. An investor would pay $20,040.

Gradually. The ACT has been cutting duty and raising general rates since 2012. First home buyers, eligible pensioners and some others already pay nothing.

Above that price, the ACT charges 4.54% of the whole value instead of using a sliding scale.
